The “Haredim for Israel’s Security” forum was established by The Paley Family Foundation following the October 7th attack, aiming to formulate a plan to integrate the Haredi community in addressing national security challenges.
The Forum, run by the Institute for Strategy and Haredi Policy, designed the Executive Program: 2030, offering a practical model for harnessing skilled Haredi personnel in the fields of security, defense industries, and emergency services, while aligning with urgent national needs.
The Executive Program: 2030 is not a substitute for the Draft Law and does not apply to yeshiva students.
The Program provides the Haredi community, which is not designated for mandatory military service (those who are beyond the exemption age) with a practical and fully consensual framework for making a significant contribution to Israel’s security.

The program’s working assumption regarding the willingness of working Haredi men to serve in the Reserves is based on professional public opinion surveys conducted by the Institute for Strategy and Haredi Policy, which indicate that:
